We aren't likely to agree on what 'purpose built' means.
When there is one of one car built for an event type/distance (or not), IMO it is purpose built. Matters not if you 'can' drive it on the street. If UGR (or Jason) built a 2000hp 'mile centric' Gallardo in an effort to eclipse the > 25 R package 'street cars' that are 250mph capable (gear changed), I would define that as purpose built as well.
Again, YMMV.
