Well 2 threads w posts at the Cosmo, including the railing of a balcony room, Id say that was the spot. Great hotel, the wrapping balconies overlooking Belagio fountain has replaced the Foundation Room at Mandalay, as the BEST views in vegas.

I can't confirm or deny that.
