Why is there tape on the ring?

Can you elaborate about changing the super charger fluid. Can I find out how to do that in the manual? Otherwise all the fluids have just been changed.

But the shift boot has a rigid ring inside the boot itself. I'm missing something.

I found this floating around under the console wrapped around the gear shift lever. It is very sticky on one side of the tape. I left it out. Any idea what it is for?
