I heard the led's are set to pulse so the brightness wouldn't be so intense. the camera can only pick up so many frames per second, so their offset speeds come out as a flicker. not visible to the naked eye.

LED's

LED's turn on and off at a higher rate of speed than the human eye can detect so they seem to be "on", NTSC TV cameras are based on 30 frames per second, so the camera snaps pictures, and "catches" the LED when it is both on and off, hence the appearence of flashing, even though for us it is on constantly. Similar senerio at night a street light makes a moving wheel look like it is going backwards, when it is moving forward.
