Hello, I'm looking to buy and 06' GT and the seller says it has a "roush package" and is now 700HP? Does this sound right and what would the package have cost? pro's and con's?

It's just a pulley/tune. It's likely somewhere around 580-600rwhp. It probably cost 2k. It's not really a pro or con on a used car, because you'd probably end up doing it anyways, and it doesn't add or detract value from the car in my eyes since it can easily be reversed.
There is also another "Roush" package, applied to all the European exports, which installed the correct and necessary hardwares to meet the homologation requirements of the various countries where the cars were being sold.

Find out if they used a hand held programmer like the SCT, you will need it to return to the stock tune.
Not likely 700hp. Don't think you can obtain that without going for a Whipple S/C. Most pulley and tunes can get you around 600hp AT THE REAR WHEELS, depending on the exhaust. I have one car that dyno'd at 600hp and one at 630hp (different exhaust, different time of year). To be honest, I can't feel the difference between them much. Unless the dealer is one of our 2 forum sponsors (Bernie or Shelby), I would be very skeptical of their claims - this being a perfect example.

Avro Motors in the UK produced the Avro Mirage in conjunction with Roush. It's probably not one of these cars, but I'm posting for your interest.

I think the quoted HP is at the crank; therefore, ~600 rwhp is about 700hp at the crank using the convention of 12% to 15% parasitic power loss.
