Noise coming from power steering rack

I'm trying to figure out why the steering rack on my GT is making the noise in the attached video. It's loud enough to be heard in the cabin.

Only happens when you change direction not when you continue to steer in the same direction.

Have talked to a few shops and they don't have any idea why it's making this sound.

Any thoughts?
