They probably did not reduce the stock compression ratio and therefore can only run 5 to 8 pounds of boost and that limits the HP.
 
Horsepower ratings are set low so that the car can fall in a more attractive class. The NHRA Stock Car Classification Guide is used to position a vehicle in its proper class. Each class is defined by a ratio of vehicle shipping weight and a horsepower factor. The lower the hp rating the better it is from a class standpoint. The NHRA will review hp ratings from time to time to correct sandbagging and if you run more than 1.20 seconds under your index there is an automatic hp increase the following week which puts you into a lower alphabetic class ie faster.

Chevy is the master at lowballing hp ratings - I have a 2013 Cobra Jet with a 302 na motor that runs in a class with 427 cu in COPO Camaro's that only weigh 300lb more yet have a 125 cu in displacement advantage - awful hard to beat them in a heads-up match.

There is a current vintage COPO Camaro in the Lingenfelter Museum that had a placard stating a phenomenal ET in the 8's. Amazing for a "stock" based coupe.

Bill, You are right that this underrating of hp has been going on for some time. The original 428 Cobra Jet introduced in 1968 was severely underrated at 335 hp in order to fall into a more advantageous class. It worked out pretty well at the 1968 Winternationals.

I like the new GT350 and GT350R- just wish they didn't put "SHELBY" on the front splitters. Just a personal thing for me.
Also noticed a minor change between the R and the non-R. the R has a red centering stripe at the top of the steering wheel while the non-R has a gray one. interesting I thought. (at least in the early cars I drove)

Its funny, I paid ZERO attention the Cobra Jet, with the 2 NGT's, and 350 so close by.
