Your clamshell doesn't pop up because the struts are worn. YOu can put on new struts or live with it.

Or get the GTguy's clamshell latch.

When my struts (gas springs) went, the first symptom was the clam wouldn't pop up, but was otherwise fine. After living with that for a while, eventually a breeze would blow the clam shut. $50/pr is a rip, but nothing in the grand scheme. Or, you can get some from McMaster Carr for half that.
