Actually more common then you think. Dolphins systematically push bait fish into shallow water as part of their natural everyday feeding /hunting process.
They often get in shallower then they should while simply getting cought up in a feeding frenzy.

Man has also been changing the natural behaviour of Dolphins for years as seen in this U-tube clip
