Isn't this tax for the life of your ownership so you never pay annual licensing fees like we do in the USA and when you sell the car, don't you get most of these taxes back from the new owner?

No we do have tax each year as well, its around 500USD/year for cars/vehicles under 7500. The best part is we also have a fee when cars switch owner.
For.ex. a Range Sport is around 3500USD every time it changes a owner.

Anyone want to move over? BTW, the petrol is now 2.5$ per litre.

4.3% excise tax when I purchase my GT (even though it was used). Around $90 a year to re-new the tag.
