Cooling Water Pipe

I was going to change the coolant and put springs in my radiator return hoses and noticed the pipe that feeds the radiator has a nasty fitted bend in it and is rubbing on the intercooler return pipe. The poor bend looks like a significant restriction concidering it's small size and the flow it must accomodate at high RPM. I put a rubber insulator between the two pipes that touch and am consideing buying a new pipe to see if it is made better. Anyone have the same issue and done anything about it?

Is this only visible with the belly pan off, or is it serviceable from the top?

Have to have the pan off. It is directly under the radiator area.

How about having one made, mandrel bent? I think lots of shops can do this. It would eliminate the kink.
