I finally had to call the local police. I have been documenting the complete transaction on the Viper Club of America and will post a link within a couple of days.
I will make sure that everyone knows who this dealer is.

No lawyers involved. Just wanted to make sure that no Viper owners are taken advantage by this dealer...because this dealer is mostly a Viper dealer.
