Has the Georgia sales tax been paid (i.g., is the title in a individual's name)?

Yes it is paid..and it is titled in my name. Why?

Because a Georgia buyer will not have to pay sales tax on the private purchase of a vehicle from another individual. That saves a guy around ~$12,000 on a Ford GT.

I asked because I had a deal fall through once when I assumed that the car was already titled but was still on the manufacturer's title (I forgot the acronym---MSO?, MCO?).
