On my 24 Mustang we removed fuse 8 in the BCM panel. Note, the fuse is a three prong fuse with two circuits(8/9), so you need to use a two prong fuse for other circuit(9). Did this several months ago without any apparent issues.

It is generally best to go with the fuel/octane in which the tune was intended. A little extra octane will provide some insurance against knock(no knock sensors on our GTs), but will leave a little power on the table.

Terrible to see a GT so neglected. Mold is definitely a problem when not stored in a proper environment. Probably be very hard to be rid of the smell permanently.
