Remote not working

Hi
I of my remotes is not working.
Put in a new battery and swapped batteries and still not working.
Is it the remote programming and how is it programmed?
Googled this and what I found didn't work so it could be bad remote.

Did it work before and just stop working?

Owners manual page 32 contains instructions on how to reprogram. Some vehicles require you to have one fob that works, but the instructions here make it sound like you have to reprogram ALL fobs at the same time.
