OBD no connection for emissions test

I brought my 2006 GT in for emissions test and the gentleman said he was getting no connection at the OBD II port. He mentioned that sometiis is a blown fuse. Has anyone had this issue and know if it is the fuse or could be something else? If it is the fuse which one sould I be looking for?

Does your owners manual have a diagram like this saying it is fuse 8 in the passenger compartment?

I don't know the answer, just stating that my OBD reader powers on immediately on its own (it has no batteries or on/off switch) when plugging into the car's port even when the car's key is off, ie the GT's OBD port has full-time power to it.
 
Terminal 16 of the OBD-II (On-Board Diagnostics II) data link connector is used for providing 12 volts positive power to the scanner or code reader that is plugged into the connector. Chassis Ground is at pin 4 and signal ground is at pin 5. I just bought a breakout box for obd2 to monitor signals.

I will take a look at the fuse. I brought it to the same place as last time and it worked fine.
 
This happens on my car occasionally....the tech knows it is his equipment at fault and re-boots his system and it is fine.
 
It says instrument cluster and radio on same fuse if they work then its not fuse...
 
It might be no/low battery voltage on pin 16. If you don't have a code reader or a voltmeter, then drive down to AutoZone or Oreilllys and ask them to hook up their code reader. They provide that as a free service here.

Warning: Do not probe pin 5 with a voltmeter!!!!!!!

Bottom line is I don't know for sure what happens. I was cautioned about doing it by someone else yeas ago.
My guess would be that signal grounds may or may not be to chassis ground but could be to the ECU and are not meant to carry larger voltages. If you are testing voltage at pin 16 and connect the ground lead to pin 5 you could be taking a chance.

Both work so I guess it’s not the fuse. Only difference from last emissions test is I switched over to a CTEK tender but I am using the cigarette adapter. The old tender cable was installed down near the tow hook, maybe it got in the way of the OBD cables somehow?
 
I tried one OBD reader in mine and it didn't find a code for my CEL. Bought a different reader and it did. Maybe try another reader.
