Most, if not all, are. I'm sure it's for safety.
How is right vs. left thread any safer, there isn't any rotation of the part under use?
It's left thread so nothing else gets screwed in except the toe hook.
Anybody know why it is left hand thread?
Except for the super cool licence plate bracket I have.... That I use once a year to get an inspection sticker.....
That's what I use my tow hook for. Bent a couple of pieces of flat aluminum stock from Lowe's and bolted them together. Shockingly though, I have yet to be harrassed for no front plate.

I have several cars with no front plate and have for nearly 20 years. Only one pull over and fix it ticket. Non-moving violation. Nothing but a tax to not totally ruin the cars so I happily paid it and kept going plateless.
Don't worry, I agree with you that it is just another revenue source as you have mentioned on other threads.
