Another suggestion...
years ago I had a problem with a TV repair store. Weeks of trying to resolve the problem didn't work, so I wrote out a simple statement on large poster board, stapled it to a 2x4 piece of wood, and walked back and forth on the sidewalk in front of their store with my picket sign. On the second day, everything was resolved to my satisfaction.

I hope you get this resolved promptly. The dealer's behavior is unconscionable.
