No, he didn't fool me. An engineer would not site digits that are beyond the measurement capabilities of the gauge used. I don't know of any tire gauges that read that precisely that wouldn't cost more than a set of wheels with tires! Also engineers don't like to write more than necessary and thus always drop insignificant digits unless they add to reading clarity, such as using a leading zero e.g. 0.034.
