Has to be CGI. Nobody can be that stupid and live long enough to ride a scooter.
 
I believe it. Not too long ago I saw a young lady driving a scooter in heavy traffic, wearing a bikini and flip flops while talking on a cell phone with one hand and "controlling" the scooter with the other. A candidate for a Darwin Award.
