Thick Gloppy Paint Under Louver Slats?

Has anyone noticed this condition? Much has previously been posted on louver WARPING from the heat generated under the clamshell. However, when cleaning my white blue stripe car today, I noticed what appeared to be a thick and "gloppy" look (almost blister-like) to the blue paint on the flat surface UNDER the slats. The paint finish on the slats themselves and the surrounds looks fine and I've noticed no warping.

Perhaps this is normal and the paint under the slats always looked this way and I'm just noticing it now. Comments?

Doubt others have this particular “Birth Mark” exactly as yours.

Just makes yours unique.

I am sure it is has always been there.

If it is not visible from the outside of the car, I wouldn’t worry about it.

Every car is a tad bit different. I have to live with the reputation of having the fastest one. Tough ass-sigment, but I am handling it.

My car also had this. I had a body shop take out the louvers and they simply cracked off the overspray to reveal a nice black surface. They acutally gave me the pieces in a plastic bag. Looks much better. I would suggest that you do this yourself if you are handy..I'm not
 
I have the same condition, but to me it's NBD at all.
