For the backplate, the rules of dimensions and location, are very strict, precise, and roughly the same all over the Continent.
For the front plate, on the other hand, Europeans have a certain freedom of size and location, except in the United Kingdom, to the best of my knowledge. Thus across Europe we see front plates centered or not, high or low, small or large, etc ...
