Dealer says this can only be used on a purchase, not a lease because its from FMC. Isn't a lease from FMC as well?

Go to the Ford website, they detail which incentives apply to what type of acquisition/vehicle.

And yes, Ford Credit often differentiates (level of incentives) between a lease and a purchase structure on vehicles.
