I believe that issue has been resolved and they are legal for sale in CA again. You probably just got the old packaging.

From what I understand, California has been trying to eliminate "vampire" electronics that waste electricity when plugged in but not in use. So all the electronics sold here need a certification. For a few years, Beltran tenders did not have the formal certification, but it was cleared 1-2 years ago.
