I have seen a couple where the bubbles were able to be wet sanded (on the paint side) out by a skilled body guy and looked perfect.I have also seen cars that needed the the hood changed.it all depends on how bad they are.

Maybe the oil pump (splines for pulley) is on its way out and that is why the oil pump belt is frayed. There are holes in the bumper cover most likely from a front plate bracket install and who knows what you will find when u remove the nose to repaint correctly. The rodent damage isn't a big...
